The present invention relates to a manufacturing method for a reduced graphene oxide using a liquid phase process and a reduced graphene oxide manufactured thereby and, more specifically, to a manufacturing method for a reduced graphene oxide comprising a step (step 1) of manufacturing a graphene oxide dispersion solution by exfoliating graphite oxide in a solvent; and a step (step 2) of performing reflux by adding ammonia borane (BH3NH3) in the dispersion solution and a reduced graphene oxide manufactured thereby. The manufacturing method for the reduced graphene oxide using a liquid phase process according to the present invention is able to effectively reduce functional groups containing oxygen combined to the graphene oxides by adding a constant amount of ammonia borane in the graphene oxide dispersion solution. The reduced graphene oxide manufactured by the method is able to be usefully used as a transparent electrode, an electrode for a storage battery, and an electrode of a lithium secondary battery by exhibiting excellent reduction degree since a carbon/oxygen atomic ratio is in a range of 20-45.
