Provided are a hollow ground connection steel bar, a ground connection resistance reducer injecting apparatus using the same, and a construction method for laying the hollow ground connection steel bar and the ground connection resistance reducer at once, which are to lay the hollow ground connection steel bar and a ground connection resistance reducer together. The hollow ground connection steel bar according to the present invention is composed of a pipe-shaped steel bar, which has a thinner diameter in the lower part in order to be combined with at least one component; two or more discharge holes for discharging a ground connection resistance reducer; and a cone-shaped drilling tip having a diameter which is 0.2-0.5 times larger than the upper diameter (L') of the pipe-shaped steel bar to be inserted into the ground. The ground connection resistance reducer injecting apparatus comprises: a socket which comprises a combining hole for being combined with a hammer drill, a reducer inlet, a packing for preventing a back flow, and a groove for reducing friction; a reducer supply pump; and a reducer mixing container. The present invention is able to improve workability by convenient construction because the ground connection resistance reducer can be injected while laying the hollow ground connection steel bar by hitting the steel bar with the hammer drill and is also able to satisfy a ground connection function because the diameter of the cone-shaped drill tip is 0.2-0.5 times larger than the upper diameter (L') of the pipe-shaped steel bar and the ground connection resistance reducer is able to obtain an enough space to be filled with the ground connection resistance reducer.
