The present invention relates to an environment-friendly warm mix asphalt concrete mixture and a manufacture method thereof which comprises: a) a step of manufacturing an asphalt binder by mixing 85-96 weight% of dehydrated aspha 1.8-8 weight% of powdered styrene butadiene rubber (SBR); 1-12 weight% of polyethylene based oligomer; 0.2-1 weight% of sulfur; b) a step of heating the asphalt binder at 120-150C, and the aggregate at 120-150C respectively; c) a step of mixing the heated asphalt binder and the aggregate at 120-150C.
