The present invention relates to conducting a bio-electrical reaction, by passing through an anaerobic tank, an aerobic tank, and a denitrification tank, and by re-circulating the wastewater which contains unreacted residual organic matters and organic nitrogen, starting from the anaerobic tank. The concentration of necessary microorganisms is increased, in order to improve the efficiency of removing the organic matters and organic nitrogen present in the wastewater, thereby providing the apparatus for bio-electrically treating wastewater and the method for treating wastewater using same, for simultaneously removing organic nitrogen and organic matters.
