The present invention relates to a siphon type small hydropower generation apparatus with a function for dealing with the fluctuation of a flow rate to maintain power generation efficiency at a constant level at a place like a sewage treatment plant. The siphon type small hydropower generation apparatus with a function for dealing with the fluctuation of a flow rate includes: a siphon tube which is connected from a water storage tank to a dewatering outlet to suck water flowing from the water storage tank and convey the water to the dewatering outlet; a water wheel which has a casing installed in the water storage tank, a generation shaft installed in the casing to be rotated, a hub installed on the bottom end of the generation shaft; and multiple wheel blades installed on the outer surface of the hub; and a flow control valve installed in an area adjacent to the dewatering outlet of the siphon tube.
