PURPOSE: An image control system based on a mobile terminal and a control image recording relay method thereof are provided to remarkably reduce costs of a system construction and maintenance by obtaining a control image by using an existing mobile terminal. CONSTITUTION: Each of multiple control terminals (200) receives a control condition which includes at least one of a control object region and a control time. Each of the multiple control terminals requests a control operation. Each of the multiple control terminals reproduces a control image which is transmitted in response to the request. A control relay server (300) receives and stores control information which is transmitted from each of the multiple mobile terminals. If at least one of the multiple control terminals requests a control operation, the control relay server searches the control information. The control relay server obtains a control image which corresponds to the control condition.
