The present invention relates to a constantly vibrating fixed viscous damper, and more particularly, to a constantly vibrating fixed viscous damper, which suppresses the operation of a viscous damper by regular vibration, such as wind, with the use of a hitch unit combined to an existing viscous damper to be attached and detached, and which can reduce the displacement and vibration of a structure where the viscous damper is installed by making the viscous damper show a diminution function only under a load with more than a predetermined size. The viscous damper including a cylinder and a rod according to the present invention comprises: a hitch end, which is arranged on the outer peripheral surface of the rod; and a hitch unit device, which is hitched with the hitch end and restricts the operation of the rod.
