Provided are a device and a method for operating flexible AC transmission systems (FACTS) devices using a phasor measurement unit (PMU), which can calculate and provide secure reactive power reserve to be obtained by respective FACTS devices using synchronization data collected from the PMU. The provided device for operating FACTS devices using PMU comprises: a calculation unit for calculating a voltage stability index on the basis of phasor information inputted from a plurality of PMUs and calculating a secure reactive power reserve of respective FACTS devices on the basis of the calculated voltage stability index; and an output unit for outputting the calculated secure reactive power reserve to the respective FACTS devices.
