PURPOSE: An apparatus for reusing the final effluent of a water treatment plant using a submerged hollow fiber membrane is provided to reuse the final effluent of a water treatment plant, thereby increasing a recovery rate of the water treatment plant. CONSTITUTION: An apparatus for reusing the final effluent of a water treatment plant comprises: a raw water storage tank (1) which receives and stores the final sludge thickener supernatant water of a water treatment plant as raw water; a total organic carbon (TOC) measuring device (2) which is installed at the raw water storage tank and measures a TOC concentration of the final sludge thickener supernatant water of the water treatment plant; a dip coating film tub (4) which receives the raw water from the raw water storage tank; a submerged membrane (7) installed inside the dip coating film tub; a diffuser which is installed at the lower part of the submerged membrane and positioned inside the dip coating film tub; a water treatment tank (12) which receives processing water filtered through the submerged membrane; and a regression pipe which returns the enriched water of the dip coating film tub to the raw water storage tank.
