PURPOSE: A security certification server, a security authentication system including the same, and a security authentication method are provided to distinguish and prevent voice phishing by providing an encoded security authentication confirmation information to a user terminal. CONSTITUTION: A receiver(41) receives caller identifier and outbound call certification information. A controller(43) performs the security certification regarding an outbound call based on the outbound call certification information and the caller identifier, and generates security authentication confirmation information for the outbound call. A transmitter(45) transmits the security authentication confirmation information to a user terminal receiving the outbound call. A storage unit(44) stores the caller identifier, the outbound call certification information, and the security authentication confirmation information.
