The present invention relates to a method for repairing and reinforcing a cross section of a concrete structure, and more specifically, to a method for repairing and reinforcing a cross section of a concrete structure which improves physical properties, such as tension strength, compressive strength, etc. by using a method for giving tension to an aramid fiber by rotating a head part of an anchor bolt after chipping a concrete side in repairing and reinforcing a cross section of a concrete structure, installing an anchor bolt in both ends of the chipped part, and mounting the aramid fiber on the head part; improves workability, productivity, durability, and stability by using an ultra-rapid hardening mortar composition using industrial waste; and gives physical properties and various functional properties by applying a functional paint composition on the surface of the finished mortar.
