Disclosed is a ship ballast water treatment apparatus for securing contact time with residual chlorine. An embodiment of the present invention is an apparatus for treating ship ballast water discharged from a ballast tank to the outside. The apparatus comprises: a residual chlorine producing part for producing a sterilizing solution containing residual chlorine using an electrolysis method by inducing a part of the ship ballast water at the upper stream of a main pipe where the ballast water flows, and for injecting the sterilization solution into the main pipe; a neutralizing part for neutralizing the sterilized processing water by injecting a neutralizing solution at the lower stream of the main pipe; and a processing water returning part for returning a part of the processing water along a fixed returning path.
