According to a system for improving the performance of a CCTV surveillance device in a school zone, an integrated control server stores an image captured by a tracking and surveillance camera, a color still image, and a see-through still image and transmits an image captured by an omnidirectional surveillance camera to a main server of an integrated crime prevention center through a network. The integrated control server extracts a human beings face from captured images, extracts the contour of the face through a face contour recognition program, encrypts the coordinates of the contour, and transmits only an encrypted code to the main server of the integrated crime prevention center. The main server of the integrated crime prevention center compares the coordinates with the coordinates of the contour of the face of an offender or a sex offender who is wanted, and when they match, an event occurs and an image of the event is popped up on the monitor of the integrated crime prevention center.
