The present invention relates to an apparatus for fabricating micro-scale surface wrinkles and a method for fabricating micro-scale surface wrinkles using the same, capable of forming a micro-scale wrinkle pattern on the surface of a target object on a plate or a film. The apparatus for fabricating the micro-scale surface wrinkles according to the present invention comprises: a lower stage installed on a moving path on which the target object is horizontally transferred and supporting the lower side of the target object; an upper stage installed on the upper side of the lower stage to be movable in up and down directions for repetitively pressing or elongating a thermosetting or a photohardening resin; a resin supplying device installed at one side of the lower stage and the upper stage for supplying the thermosetting or the photohardening resin to the top of the target object horizontally transferred; and a hardening unit for projecting a heat or an ultraviolet ray onto the target object to harden wrinkles formed by the thermosetting or the photohardening resin on the top of the target object.
