The present invention relates to a method and a device for producing a structure having micro-scale surface wrinkles. A UV photo-curable resin is coated on a base material such as a panel-shaped plate or a film, and UV is irradiated onto the UV photo-curable resin, so a micro-scale wrinkle pattern may be formed on the surface of the UV photo-curable resin. A method for producing a structure having micro-scale surface wrinkles according to the present invention comprises the steps of: (S11) coating a photo-curable resin on the surface of a base material; (S12) producing a photo-polymerization layer, in which polymerization occurs from the surface thereof to a determined depth, in a thickness direction of the photo-curable resin by irradiating UV onto the photo-curable resin; and (S13) producing a wrinkle pattern through the shrinkage of the photo-polymerization layer by drying the base material and the photo-curable resin.;COPYRIGHT KIPO 2016
