The present invention relates to a system and a method for modifying a supply and demand plan of steel raw material and fuel. The method for modifying a supply and demand plan of steel raw material and fuel comprises the steps of generating a voyage list of voyages having a load factor smaller than a predetermined reference value in a steel raw material and fuel distribution plan generated based on a steel raw material and fuel supply and demand plan in reverse time order; selecting the voyages to be integrated from the voyage list, deleting the selected voyages from the steel raw material and fuel distribution plan, and forming a new supply and demand plan; determining whether a new ship can be assigned to the new supply and demand plan; and modifying the steel raw material and fuel supply and demand plan by reflecting the result of the determination if the new ship can be assigned.
