An embodiment of the present invention relates to a composite electrolyte membrane that contains a ceramic fiber; and a hydrogen ion conductive polymer immersed in the ceramic fiber, and to a method for manufacturing same. Another embodiment of the present invention relates to a composite electrolyte membrane that contains a ceramic fiber which is functionalized with a hydrogen ion-transferring functional group; and a hydrogen ion conductive polymer immersed in the ceramic fiber, and to a method for manufacturing same. The composite electrolyte membrane according to an embodiment of the present invention is capable of showing excellent size stability and mechanical properties in a humid environment and showing excellent hydrogen ion conductivity in a high-temperature and low-humidity environment. Also, the composite electrolyte membrane according to an embodiment of the present invention can be usefully applied particularly to high temperature-type polymer electrolyte fuel cells, and achieve high output, a simplified system, and reduced catalyst costs.
