The present invention relates to a device for detecting a scene transition accurately and automatically when the transition occurs between the successive frames of a surveillance image obtained by a digital surveillance camera system. More specifically, misdetection can be reduced by using a local area difference histogram average in the successive frames of a video, non-detection can be reduced by using the sum of low-pass filtered difference frames, the accuracy of a threshold value can be improved by calculating the threshold value using a characteristic value in a sliding window section, and complexity can be reduced and processing speed can be increased by averaging calculated values without separate processing for the calculation of the threshold value. Furthermore, the content of a mass surveillance image can be accurately checked at high speed.
