The present invention relates to a composite of graphene, nanoparticles, and metal oxide nanorods, a manufacturing method thereof, and a sensor including the same. More specifically, the present invention includes metal oxide nanorods, graphene or its aggregate, and metal or metal oxide nanoparticles, wherein the metal oxide nanorods are combined with at least one of graphene or its aggregate and metal or metal oxide nanoparticles.
