The present invention relates to the maintenance and the seismic reinforcement of a concrete structure. The method for the maintenance and the seismic reinforcement of a concrete structure uses a fiber grid in which fibers intersect in the horizontal and vertical directions by using fixing members to form grid shapes and an inorganic cement matrix containing water-soluble acrylic resin and lime to ensure the reinforcing performance, ease of construction, and flame retardancy by using the fiber grid with enhanced adhesion and the inorganic cement matrix.
