The present invention relates to a safety inspection method of an underwater structure and a safety inspection device used therefor to easily photograph the exterior of the underground structure from the upper surface of an underwater structure to be explored or the ground and accurately check the surface condition of the underwater structure. A worker can safely explore the exterior of the underwater structure while maintaining a stable posture at the upper surface of the underwater structure to be explored or the ground without inputting drivers or installing a separate installation bracket for submersible installation. Exploration reliability can be increased by accurately checking and photographing an underwater exploration position from the upper surface of the underwater structure to be explored or the ground.
