The present invention relates to a device and a method for manufacturing a precast concrete slab panel. The present invention provides a precast concrete slab panel manufacturing device including a mold tank that is formed into a precast concrete slab panel shape, a steel bar transport tank that is used to transport and receive a frame inserted into the mold tank, a concrete placement tank, a concrete molding tank, a concrete curing tank, and a release tank for concrete hardening and plastering, and a transport line for transporting a reverse tank and the mold tank. By building a precast concrete slab panel manufacturing process in a automated line, working hour is shortened and high quality products can be uniformly manufactured. Also, a worker can make a desired mold tank shape and assemble auxiliary materials into a desired form so that precast concrete slab panels having various shapes can be manufactured.
