The present invention relates to a paving type color elasticity permeable concrete pavement composition improving slipping resistance, reducing radiant heat, and preventing frost due to continuous porosity maintenance, and a method for paving the same. According to the present invention, the method for paving the installation type color elasticity permeable concrete pavement composition comprises: a boundary stone installing step (ST1) for installing a boundary stone in both sides of the location to be paved; a perforated pipe installing step (ST2) for forming multiple permeable holes for discharging rainwater permeated from the outside in the upper part of a road layer, and horizontally installing a perforated pipe having multiple reinforcing rings for supporting upper load at regular intervals; a stone crusher layer constructing step (ST3) for paving and compacting crushed stone for concrete of 25 mm or less after the perforated pipe is installed; a permeable concrete layer constructing step (ST4) for paving and compacting permeable concrete where aggregate of 13-25 mm, cement, and oyster powder as admixtures are mixed in the upper part of the stone crusher layer; a cutting step (ST5) for forming a cutting groove by using a cutting blade at regular intervals along the boundary stone; and an elastic layer constructing step (ST6) for coating the upper part of the permeable concrete layer with primer, and constructing an elastic layer where 60-80 wt% of a waste polyurethane chip of 4 mm or less, 3-25 wt% of barium sulfate, and 5-20 wt% of silica are mixed.
