The present invention relates to an underground cement block, which can adjust horizontality and verticality by fixing a support to an inclined road surface when a block main body is obliquely fixed in underground following an installation of a support of a traffic light, a road marker or a streetlight around the road. For the present invention, an operator excavates some part of the ground, on which the support of the traffic light, road marker of streetlight will be installed, using an excavator, lays the underground cement block, and inserts the support into a fixing groove for support installation in order to fix the support after adjusting the horizontality and verticality, which requires no curing period and makes it possible to stably install the support in a short construction period. The support needs to be set up vertically on the ground. When fixing the support to the fixing groove for support installation according to the present invention, angles should be measured from more than two directions to maintain the horizontality and verticality of the support. The same goes for when the ground for the support to be set up maintaining the horizontality and verticality is the inclined road, not a flat road. However, there can be a problem as it requires a highly skilled technique, which can affect the construction cost. Therefore, the purpose of the present invention is to provide the underground cement block that shortens the construction period and reduces the construction cost, which can be installed obliquely according to the situation of the construction site or whose horizontality and verticality can be adjusted on the inclined road, at a low price.
