An apparatus and a method for generating codes suitable for both additive white Gaussian noise channel and fading channel in communication system are provided to have superior performance in both channels cy comprising best suitable RC-ICZZ(Rate-Compatible Linear-Time Encodable Irregular Concatenated Zigzag) code in consideration of the code rate of fading channel and additive white Gaussian noise channel. A code structure generator determines the number of antenna and code rate of transmitter(210). The code structure generator produces a structure of code so that the information block of the parity check matrix of the predetermined code is invertible(220). A channel encoder is comprised according to the additive white Gaussian noise channel or the fading channel(230). The bit inter leaver does interleaving on sub block from encoder and transmits(240).
