The present invention relates to a horizontal high-pressure tunnel reinforcing grouting method employing a direct steel pipe drilling scheme, capable of constructing a column formed of a solidifying agent mixture by inserting a steel pipe in a substantially horizontal direction using horizontal tunnel boring machine while jetting a solidifying agent into the ground using a high-pressure solidifying agent jetting tube of the steel pipe so that the solidifying agent is mixed with surrounding soil. A front end of the steel pipe inserted into the ground through a direct-boring scheme is not fixedly buried in the column formed of the solidifying agent mixture, but prevents the solidifying agent, which is injected into the surrounding ground, from flowing out of the steel pipe. In addition, after the construction has been finished, the integration of the solidifying agent column with the surrounding ground can be improved.
