The present invention relates to high-volume mineral admixture (HVMA) concrete whereby the ratio of admixture use in a binding material is increased and, more particularly, to an alkali activator which activates pozzolan powder or latent hydraulic property powder used as an admixture for a concrete composition, an admixture which has a cement particle dispersion function, an alkali activator function, and a strength-enhancing function at the same time, and a HVMA concrete composition using the same. The present invention contains a binding material, water, fine aggregate, and thick aggregate. The binding material is obtained by mixing Portland cement and an admixture. The admixture contains one or both of pozzolan powder and latent hydraulic property powder, where 60-90 wt% is contained in the binding material. The alkali activator for aqueous-solution HVMA, which contains 5-15 wt% of Na_3PO_4, is added, and the Na_3PO_4 is added by 0.025-0.05 wt% with respect to the binding material.
