An apparatus and a method for defogging an image which is suitable for a consumer surveillance camera system (for example, CCTV) are disclosed. A transformation map generating unit generates a transformation map by using a multiphase level set capable of obtaining depth information of an input image in response to the input image which includes a fog component. A fog estimating unit estimates the value of a pixel which has the maximum brightness value among the brightness (V) values of an HSV color space as a fog value. An image restoring unit generates a restoration image by removing the fog component which is included in the input image based on the generated transformation map and the estimated fog value. The present invention is able to remove the fog component efficiently while preserving an original color of an image and improving visibility to be better than an existing fog removing algorithm by generating the transformation map and estimating the fog value by using the brightness (V) values in the HSV color space.
