The present invention discloses a method for processing a harmful substance in incinerated ashes, including a mixing step in which a ceramic polymer is mixed and stirred with incinerated ashes generated during general waste incineration so that mixed incinerated ashes are formed; a drying step in which the mixed incinerated ashes are dried for 30 to 60 minutes at a drying temperature of 200 to 400C; a grinding step in which the dried mixed incinerated ashes are ground into particulate incinerated ashes having a size of 150 to 200 meshes; a stabilizing step in which the particulate incinerated ashes are mixed with a ceramic additive and are subjected to thermal processing in a deoxygenated atmosphere and at a stabilization temperature of 400 to 600C so that stabilized incinerated ashes in which a harmful substance is stabilized are formed; and a cooling step in which the stabilized incinerated ashes are subjected to low-temperature cooling at a temperature of 30 to 80C in a deoxygenated atmosphere.
