FIELD: radio engineering, communication.;SUBSTANCE: invention relates to radio engineering and can be used to estimate information capabilities of telecommunications networks, particularly to estimate information capabilities of a telecommunications network node. When determining efficiency of a telecommunications network node over a selected time interval, during which the amount of information in the telecommunications network node which is in static and dynamic state is measured, the total amount of information in the telecommunications network node is determined in a priority queue as a sum of messages of a first order and a second order, followed by finding cybernetic power of the telecommunications network node according to the expression where KWP is the cybernetic power of the telecommunications network node; N1 and N2 denote the number of messages of the first and second order of priority, respectively; G is the efficiency of the telecommunications network node; T is the averaging time interval.;EFFECT: high accuracy of estimating capabilities of a telecommunications network node when transmitting information messages of different priorities.;2 dwg
