The invention relates to a method and a computer system to assess and manage risks and vulnerabilities both systemic and sectoral incurred by an organization. In principle, the method is to form a framework of systemic and sectoral areas of activity such that a mesh corresponds to an elementary entity in overall activity implemented by the organization. All mesh covers the entire activity. The method then provides for positioning in a vector space of n dimensions to discrete values possible modes of deviation from an ideal state of the unit activity contained in a mesh. The coordinates obtained for the grid used to calculate the standard within the meaning of the method according to the invention, the vector "primary intrinsic vulnerability" of the considered unit activity. A vector calculation on all the mesh space then combines each mesh with the set of all the cracks and to adjust the value of "primary intrinsic vulnerability" by contributions from neighboring cells under standard developed by the method according to the invention. This vector calculation provides the value of the "primary combined vulnerability" for the unit activity contained in the mesh, this "combined primary vulnerability" representing the deflection risk for the unit activity.
