The heater has a layer comprising a binding construction material and electrical conducting particles, and exhibiting a thickness of 2 mm. A side of the layer is applied as a back part of a building part, where regions of the layer are connected with electric conductors and designed as electrical heating resistors. A reflective layer for reflecting electromagnetic beams is arranged on the layer or a separation layer on the layer. The material comprises electrical conductive polymers. The particles comprise carbon, metal, electrical conducting plastic or carbon fabric layer particles. The reflective layer consists of a metal or a metal oxide, and is designed as a monochromatic or polychromatic film. The binding construction material is designed as an inorganic binding construction material, a bound water contained binding building material, a polymer having conjugated double bonds and molecular complexes or a pyrolyzed product contained binding construction material. The electric conductors are designed as flexible circuit boards.
