The collector has transparent insulating layers (1, 2) comprising movable inner surfaces (3) to carry orientation, mobility and/or extract to change energy input to a heat transfer medium and/or turbine movable surfaces to generate power. Inner and/or outer blinds change the light transmittance of the collector to ensure alterable space shading. The inner surfaces are arranged parallel to each other. The transparent insulating layer is made of a semi-transparent polymer film. A transparent element (10) is provided with a frame (11) that is used as a window in a building.
