Manufacturing phosphor ceramic (1) comprising a matrix material (2) and at least one doping element (3), comprises coating the doping element on the surface of the matrix material, and distributing the doping element within the matrix material using a thermal process step. Independent claims are also included for: (1) the phosphor ceramic produced by the above method, comprising inhomogeneous distribution of the doping element; and (2) a light-emitting device comprising the above phosphor ceramic.
