The liquid sensor (10) has an electrically conductive flexible layer (12) which is formed of electrically conductive fibers (14) in a dry state. The electrically conductive fibers are bound by a bonding agent (16) that is swelled during contact with liquid. Two electrical contact portions (18,20) are connected to a power supply. The conductive fibers are selected from carbon fiber, graphite fiber or metal fiber. The bonding agent is formed of epoxy resin.
