The apparatus has a hopper (1) utilized for memorizing, mixing and proportioning a fiber material (4). A feeding device (9) is arranged at an upper end of the hopper. A trigger mechanism is arranged at a lower end of the hopper. A measurement device is arranged within the hopper, which detects change in density of the fiber material based on height of the fiber material. The measurement device comprises measuring points (6-8) and a controller (11) and utilizes measurement signal of the measuring point to control mass flow of the fiber material. An independent claim is also included for a method for controlling material flows in plants for processing of fibers.
