The device (10) has photo luminescence element (26) that emits mixed light distribution (28) by hitting laser radiation (L) under radiation of photoluminescence. The laser radiation is radiated via radiating portion (18,19) onto photo luminescence element. The mixed light distribution is guided to light exit surface via converging reflection surface (16) of light guide portion (14) to form primary light distribution (34). A reflecting surface (24) is arranged such that the deflected mixed light distribution is reflected to collection-reflection surface (32).
