The device has a base (1), a set of oscillating arms (2A, 2B), and a set of wings (3A, 3B) comprising a center of an aerofoil, and a leading edge, and an intermediate energy storage unit. The set of oscillating arms is allowed to swivel around an axis such as interdependent arm axis. The set of wings is allowed to swivel around an axis such as axis of wings, interdependent of the set of oscillating arms. The center of the aerofoil is located in the part of the wings located between the axis of the wings and the leading edge.
