The pipe (13a) has channels (13a1-13a6) allowing circulation of a coolant in a horizontal direction and formed by a wall. A central part of the wall allows flow of a fluid in a direction at a gaseous state. An internal surface of the wall allows flow of the fluid in another direction in a liquid state. The internal surface of the wall comprises four tear drop-shaped grooves (G1-G4), where stripes of the tear drop-shaped grooves communicate with the central part. Symmetry axes of the tear drop-shaped grooves are horizontal. The wall comprises upper, lower, right and left faces. An independent claim is also included for a cooling or reheating plate for a traction battery of an electric vehicle or a hybrid vehicle.
