The device has a tank (1) including an outer surface insulated with glass wool (2). The glass wool has a thickness of 25 cm. Openings (3) are provided on outside of the tank. Ends of a sheath (4) and ends of a plumbing pipe (5) are provided in an interior of the tank. Soil (6) blocks a free space remaining inside the tank and until reaching a base (7) of the openings provided in a high part of the tank. A depressurization valve (8) is provided on the tank. Ends of the sheaths are connected to an air distribution circuit of a dwelling.
