The device (150) has an activation system (306) including a connection unit (311) to connect a counterweight (310) to a tilting plate (304). The connection unit places the plate in supply and discharge positions when the counterweight is in low and high positions. A push unit (312) pushes the counterweight to the high position. A locking unit (314) moves between blocking and retracted positions in which the locking unit blocks and prevents blocking of displacement of the counterweight. A control unit controls activation of the push unit and the displacement of the locking unit. An independent claim is also included for a supply rack.
