The device has an axle (7) equipped with a head (9) to exert a support force on a face of a support (15) and equipped with a stem (8) including a bearing surface to rotatively receive a hole (4) of rotating element. A hole emerging into the support is crossed by the stem. A blocking element is co-operated with a distal part of the stem and configured to exert a support force opposite to that of the axle. A rotational blocking system blocks rotation of the stem and the support. The system has a first surface located on the stem and the second surface located on a wall of the hole. An independent claim is also included for a method for assembling a rotating element on a support.
