The element (6) has an external surface immersed during the use of a ship. A hydrodynamic skin (20) covers a wall (22), and is provided on the external surface. The hydrodynamic skin is made of a material presenting a coefficient of viscous friction with water lower than a coefficient of viscous friction of material constitutive of the wall. The hydrodynamic skin is made of polyurethane, and acts as a plastic fiber fabric containing polyurethane. An attaching unit e.g. strap (36), attaches the hydrodynamic skin on the wall.
