The present invention relates to an aqueous cosmetic composition comprising at least hydrophobic aerogel particles; at least one alcohol containing 1 to 8 carbon atoms polyoxyethylene and polyoxypropylene and at least one oxyethylenated nonionic surfactant of HLB ranging from 13 to 20. The composition according to the invention is homogeneous and stable, with good dispersion of the particles of hydrophobic aerogels. The composition thus obtained makes it possible to improve the dullness of the skin remanently. The skin thus remains permanently matified. It has a fresh and evanescent texture, which makes it possible to obtain a clean skin effect after application to the skin.
