PROBLEM TO BE SOLVED: To propose a technology capable of preventing association processing with a tag from being illegally performed.SOLUTION: Operation terminal equipment 120 is configured to obtain the input of an authentication code in the case of accepting an authority application request related to the association of electronic information with a tag 100 from a user, and to transmit an authentication code input to the user and the authority application request to a server device. A server device 140 includes: an authentication code storage part 142 for storing the authentication code of each tag; and an authorized user management part 144 for managing the authorized user of each tag. The server device is configured to, when receiving the authority application request and the authentication code from the operation terminal equipment 120, register the user of the operation terminal equipment 120 as the authorized user of the tag 100 in the authorized user management part 144 under such a condition that any authorized user is not registered in the authorized user management part 144 about the pertinent tag 100, and that the received authentication code matches the content of the authentication code storage part 142.
