PROBLEM TO BE SOLVED: To provide a device and a method of distributing a disaster prevention map corresponding to positional information on a slave terminal to the slave terminal in a group consisting of a master terminal, on the basis of information input from the master terminal.SOLUTION: A group constituted of a master terminal owned by a user and a slave terminal owned by each member, comprises a group information storage unit storing the slave terminal and a position corresponding to the slave terminal while associating the salve terminal with the position, receives user's input relating to a disaster, identifies a disaster prevention map associated with disaster information corresponding to the user's input, creates a slave terminal map corresponding to the slave terminal based on the position corresponding to the slave terminal and the identified disaster prevention map, and distributes the created slave terminal map to the slave terminal.
