PROBLEM TO BE SOLVED: To provide a jurisdiction determination program and the like supporting creation of DB associating a local general center and inhabitants.SOLUTION: A server includes a first determination section and a second determination section. The first determination section refers to a CL information DB storing CL carried out on the inhabitants, and as for the inhabitants for whom the CL has been created to determine that the inhabitants are within the jurisdiction of the local general center which has created the CL. The second determination section identifies, with respect to an inhabitant for whom no CL is created, the residential area of the inhabitant from the inhabitant information DB storing the residential area in which the inhabitant inhabits. The second determination section refers to relevant information DB storing jurisdiction area information which represents the jurisdiction area over which the local general center exercises jurisdiction while associating the residential area. The second determination section further determines that an inhabitant for whom no CL is created is within the jurisdiction of the local general center of the jurisdiction area information associated with residential area of the identified inhabitant.
