Practical Methods for Counting Homeless People: A Manual for State and Local Jurisdictions.

The manual presents information on and assessments of a variety of commonly used methods for learning about the number and needs of the homeless population. The manual will be particularly useful for State and local government officials who develop and use information on homeless persons for Federal planning requirements. The introductory section presents general information on possible uses for data on the homeless population, procedures for defining components of the homeless population, the choice of data for different uses, cautions when using certain data source, the obtaining of unduplicated data, the use of volunteers in data collection, and interagency coordination. Section II describes a variety of data-collection methods that have been developed and used for local jurisdictions throughout the Nation. Section III discusses methods currently used for statewide data collection on the homeless. The appendix contains State and local intake and reporting forms, screeners, interview formats, and question formats.
