PROBLEM TO BE SOLVED: To provide a method of manufacturing a lid material which exhibits sufficient seal strength, non-adhesiveness, and durability even when a heat seal layer is thin, has high selectivity of a container to be sealed, and is low-cost and easy, and provide the lid material manufactured by the method and a cup container.SOLUTION: A heat sealable lid material for a packaging container includes a base layer, one or more heat seal layers, and a non-adhesive layer, is formed by laminating them in this order, and exhibits non-adhesiveness. A manufacturing method of the heat sealable lid material for a packaging container with non-adhesiveness includes: a process of forming one or more heat seal layers by applying a heat seal agent containing heat sealable resin, a glass transition point (Tg) of which is lower than 100°C, and a filler, an average particle size of which is 3.0 μm or larger; and a process of forming the non-adhesive layer by applying a coating liquid. A process of forming the respective heat seal layers, and a process of forming the non-adhesive layer are carried out by a gravure printing method using a multicolor gravure printer.
