PROBLEM TO BE SOLVED: To improve the reliability of communication between a plurality of overhead wire inspection devices and a control device.;SOLUTION: A control device 2 sets, as a relay station, an overhead wire inspection device 3a whose index representing communication quality with the control device 2 is higher than a threshold value among four overhead wire inspection devices 3a-3d, and sets, as terminal stations, the overhead wire inspection devices 3b-3d other than the overhead wire inspection device 3a set as the relay station.
